Answer: The only way to get the rest of the ESO DLC is to buy them from the Crown Store or get ESO+ Subscription. ESO+ will give all content EXCEPT the most current Chapter - Blackwood. When High Isle Chapter releases in June, then Blackwood Chapter would be included in ESO+.

Is it worth it to play eso without dlc?
Answer: I'm very immersed in the lore and quests and tend to read everything though. So yes, without the DLCs, it's definitely still worth playing and you do get a lot of milage from the base game alone.

What level should i be for eso dlc?
Answer: The DLC dungeons will open up in Groupfinder at level 45. Before that you can manually travel there. So technically CP isn't needed. If you feel more comfortable with CP, CP 160 for max level gear is a good benchmark.
